Strategic management is concerned with strengthening the long-term viability and effectiveness of public sector organizations in terms of both substantive policy and management capacity. This chapter raises awareness of the central importance of strategic management in government, and defines the critical elements in a holistic model of strategic management. It discusses the strategic management process, and clarifies the relationship between strategic management and other management processes. The chapter presents some examples drawn from a few state and local government units to illustrate strategic management concepts and processes and making them more accessible to practicing public managers. The City of Charlotte, North Carolina, is in the process of developing an approach to strategic management. Charlotte's balanced scorecard (BSC) process is being led by City Manager Pam Syfert, assisted by budget and evaluation staff members, but the active involvement of the city council has been critical to its success so far.
